WHAT YOU NEED TO KNOW


  • BLOCK OF LAND 300 WOY WOY ROAD

  • 17 HECTARES IS ZONED AS E2 ENVIRONMETNAL CONSERVATION – DUE TO ECOLOGICAL AND CULTURAL VALUE

  • Registered as an Area of Regional Koala Significance (ARKS)

  • Endangered species – Eastern Pigmy Possum, Red Crowned Toadlet, the Giant Burrowing Frog, Darwinia Glaucophylla These species rely on the Endangered wetland – hanging swamp – for their very existence

  • WAS CROWN LAND CLAIMED BY DARKINGJUNG LOCAL ABORIGINAL LAND COUNCIL (DLALC) UNDER NSW ABORIGINAL LAND RIGHTS ACT 1983

  • DLALC PLAN TO DEVELOP HALF OF THIS LAND – 71 HOUSES CUT AND FILL STYLE DEVELOPMENT – REMOVING ALL ROCKS AND TREES

  • LOCAL TRADITIONAL CUSTODIANS DO NOT WANT THIS DEVELOPMENT AS THE LAND IS IMPORTANT TO THEM DLALC DO NOT REPRESENT ALL INDIGNEOUS PERSONS ON THE CENTRAL COAST

  • The NSW Government - Department of Planning and Environment, (DPE) is working with DLALC to help achieve its aspirations for its land and greater self-determination.

  • 2019 – Darkinjung Delivery Framework – created in response to Local Land Council’s challenges to securing and developing their land

  • MOU -A Memorandum of Understanding was established between the DPE and DLALC 2019. Sets out how the organisations will work together to create the pipeline of Darkinjung development projects.

  • 2022 Darkinjung Development Delivery Plan (DDDP) supersedes 2019 plan/framework – a comprehensive set of planning measures to make it easier for Local Land Councils to obtain and develop their land (“achieve better economic outcomes for their land”)

  • KARIONG LANDS IS A PILOT - It is the first interim development delivery plan that will be given effect under the new Ministerial Direction

  • Ministerial Direction - A direction enabling developmentdelivery plans to be considered in the preparation of planning proposals.

  • SEPP 2019 - State Environmental Planning Policy (Aboriginal Land) 2019 - SEPP - Make certain LALC developments outlined in a development delivery plan as regionally significant (over $5m) so that those decisions would be made by the regional planning panel rather than the local council.

  • Basically, it is a plan to help LLC, with DLALC’s plan being the pilot, for all NSW Councils to develop their land without the usual checks and balances.

  • THIS IS THE TEST CASE - IF THIS REZONING AND CUT AND FILL DEVELOPMENT IS ALLOWED TO GO AHEAD – IT OPENS THE FLOOD GATES FOR THE SAME ALL OVER THE CENTRAL COAST AND NSW

  • DLALC ARE THE LARGEST PRIVATE LANDOWNERS ON THE CENTRAL COAST

  • The Darkinjung Development Delivery Plan (DDP) 2022 was approved by the Minister for Planning on 16 December 2022.

  • The DDP applies to 31 sites (consisting of 94 lots) in the Central Coast local government area.
